XPENG has expressed strong support for the initiatives announced by Hong Kong Chief Executive John Lee in the 2025 Policy Address, which focus on accelerating the development of autonomous vehicles. The policy outlines the establishment of three designated testing zones within 2025, a step aimed at speeding up the transition from trials to commercial operation.
The company stated its readiness to work closely with the government, actively participate in trials, and contribute to building a smarter, greener transportation ecosystem. XPENG also emphasized Hong Kong’s role as a strategic platform for entering right-hand-drive markets, highlighting opportunities for expansion into Southeast Asia and other regions.
XPENG Chairman and CEO He Xiaopeng underlined that the government’s plan reflects Hong Kong’s vision as an international innovation hub. He said the company is committed to helping build a »city of the future” and sharing its technology and expertise to create a sustainable transport system.
The move comes as Hong Kong strengthens its regulatory framework: since March 2024, a dedicated legal regime for autonomous vehicles has been in effect. In late 2024, Baidu Apollo received the city’s first five-year pilot license for AV testing on North Lantau. By early 2025, its routes expanded and the test mileage exceeded 20,000 kilometers, paving the way for broader pilots and commercial rollouts in the coming years.
